Capacity building of FIRC focal points

"Building and Developing a Partnership Between Regulatory Institutions," Abidjan, August 14-23, 2025.
Aware of the heavy burden they face in ensuring a thriving ecosystem while providing quality service, members of the Cameroon Regulatory Institutions Forum (FIRC) invited their focal points to participate in a training session organized by the International Center for Management and Financial Expertise (CIMEF) from August 14-23, 2025, in Abidjan, under the theme "Building and Developing a Partnership Between Regulatory Institutions."
The objective of this training was to strengthen the capacities of FIRC member institutions through their focal points, enabling them to identify means and mechanisms for cooperation, capitalize on best practices, and build functional and sustainable partnerships. Before the actual work began, the participants presented their expectations, including (i) developing a reference guide for cooperation between FIR member institutions; (ii) acquiring a methodological approach that would enable regulatory institutions to establish an effective partnership.
The training, which lasted ten (10) days, was structured around four (4) modules, each combining theoretical presentations, case studies, practical work, and interactive discussions. The four modules are divided as follows: (i) conceptual framework for cooperation; (ii) cooperation mechanisms; (iii) collaboration instruments; and (iv) regional and international cooperation. At the end of the training, the participants acquired valuable lessons that will enable them to develop cooperation frameworks between regulatory authorities. Furthermore, with a view to strengthening the cooperation framework that is the FIRC, it was recommended to define specific criteria characterizing a regulatory authority and to revise the FIRC's status to take into account these criteria, which will be the basis for membership in the FIRC (1); to identify points of convergence between FIRC regulators in order to determine frameworks for bilateral or multilateral partnerships within the FIRC (2); and to develop maps of each regulator's areas of intervention.
